It took quite a long time for all parts of the layout to load, you might want to slice the image for faster loading time. The layout looks very busy because of the texture you have on it. Right now I'm getting attacked by pop-ups every single second. Pop ups are the biggest annoyance to visitors, they often end up turning the visitors away. I suggest moving to an ad free host such as www.atgig.com or finding someone to host you at www.pick-me.net.

The Layout: 7/20
Browser: Works fine in both IE and Firefox.
Colors: There isn't anything wrong with the blue, it's just the texture on the blue. The pattern makes the whole site look pixilated when it's not. Also busy patterns like yours tend to distract the eye. If you want to use a pattern it's best to be subtle about it. Right now the pattern sticks out like a sore thumb and makes the picture of Shippo look pock-marked.
Text: The color of the text is nice, visible and it doesn't hurt your eyes. The size is also fine, it doesn't hurt to read it. The only problem it that the white of the headers don't show up so well against the textured blue background.
Design: There's not a lot of design going on in your layout. Right now it's just a picture of Shippo with an overlay of a pattern. You should add more colors to the design instead of making it monotone so that that colors can brighten up the picture and provide interest. Patterns are suppose to help the picture look better, it works as a complementary thing not as a independent element. You seem to use patterns as a way to finish off your graphics from what I can see of your layout and the banner. But you need to add other elements to the layout so it'll actually look finished. It wouldn't hurt to use blends, filters, and brushes in your layout. Overall your design doesn't have that finished feel, it's more like throw-a-bunch-of-things-together feeling right now.

The Content: 17/30
Navigate: Why isn't your splash your index page. If you're not going to use the splash page like it's suppose to be used, then you should omit it. The forward, backward and index functions are working fine.
Site: Your current layout doesn't belong in the past layout section, why not make a separate section for it. You could have gave a little more information about your layouts such as what program used, how long did it take etc. Your past update section was very well organized so there was nothing wrong with that. You have enough room to write out Site of the Month so why not write it, when you put SOTM it might confuse some people about what it means. On the apply for SOTM page you said you're can't email AOL users then why on the form for the email example you used @aol.com? That will just serve to confuse your visitors, use another example instead.
Interactive: When people have to register to join a forum they tend not to do it. You should allow visitors to comment in the forum and block off only some sections to them  so that way if a visitor likes your forum he/she will be more likely to join. For your guestbook links, you should have they open in another page since people tend to close the window after they sign the guestbook.
Webmistress: You have the standard stuff in there, nothing wrong with them.
Inu Yasha: Is your site suppose to be an Inu Yasha Shrine because the only thing you have under there is an episode list. You should at least have the basics such as character information, gallery, manga scans, anime screenshots etc. If this is a shrine then at least provide some Inu Yasha things to the public.
Awards: You have a lot of awards, which is a very good thing. But because you have so many it makes the page look crowded, you might want to have a text link to each award instead.
Site Games: I like the marry an anime character idea, it's very cute and original. Maybe you should have more conditions for them to marry a character so that not everyone can marry the same person  to make the game more unique. Do you give out anything when they marry someone such as a fake marriage certificate, if you don't then you should think about it. The guess the character feature is fun too, but when you post the results you should include the name of the character. You didn't extract the pictures very well for the eye guessing game, the edges are very jagged. Are you using Photoshop or Paintshop pro? If you are you should read some of the extraction tutorials out there.
Site Games: Everything is fine in here, I love playing the games, they're very fun to messed around with. On the guess how many shards page maybe you should provide a picture or something like the guess how many jellybeans are in the jar.
Graphics: For the wallpapers you might want to start having two sizes. It's not hard if you have Photoshop, all you have to do is resize the 1024 wallpaper to a 800 wallpaper. The other graphics seem to be irrelevant to your site topic. The hit banners and the enter signs really don't have anything to do with Inu Yasha except for the pictures. Also you've already used the enter signs yourself, if you're going have graphics on there you should at least make them unique.
Fandom: You don't have any fan art or fan fictions yet, why don't you write some yourself just to get things started.
Affy/rotation: I don't like how the links scroll, it's distracting to the visitors. Also having so many links there it makes the site look even more crowded. A simple text link would do just fine, or if you just displayed the button of your top affiliates and put the rest on another page.

Overall I'm still not sure what your site is about. I would have assumed it was about Inu Yasha, but there's not anything about it. You have some random stuff such as the graphics on there. I feel your site is lacking in quality contents pertaining to Inu Yasha. Your visitor interactions are very creative, but with the lack of informational contents such as profiles, gallery etc. it really brings down the site.

The Coding: 8/10
Browser: No problem here.
HTML: It would be much easier to have an external CSS link since it'll save you time from writing it over and over on each page. I checked your HTML with a validator and a lot of mistakes came up, click here to see the validator sheet.

Errors: 7/10
You Div layer for the center seems to be malfunction because the position is too much to the left some of the text will go out of the background image. The chat room isn't working, after I entered a nickname the screen went blank. There's a few minor grammar mistakes here and there nothing too serious that makes you gasp in shock.

Overall Impression: 7/15
The layout needs a bit of work, it's too plain and uninteresting right now. The white text against the layout don't show up so well. Every time you go to a new page more pop-ups pop up, after a while it gets very annoying, thus decreasing the quality of your site. I'd like to see more informational contents about Inu Yasha. Your site could do a lot to improve, but once you improve it your site will be great!

Bonus: 0/5
Nothing too unique came to mind.

Comments:
That was a pleasant visit. Once you've changed the few things that I suggested, your site will be better than ever.
